Executive Team
Tom Phanco, CEO
Tom Phanco has extensive experience in founding and operating extremely profitable companies. After leading several mortgage companies owned by others to record production levels, Tom decided to found his own mortgage company. PlusFunding.com was a mortgage company founded by Tom in Carlsbad, California which became one of the most profitable mortgage companies in the entire state. PlusFunding was acquired in early 2005 by a public company. Tom has firsthand experience in creating a business, growing it to a large size and taking it through the exit strategy of an acquisition. The due diligence experience that Tom has in taking his company through an acquisition by a publicly held company is invaluable. Tom holds a degree in Political Science from the University of California at Berkeley and also attended Thomas Jefferson School of Law. The discipline and leadership skills he developed as a collegiate and professional athlete in addition to his business experience make Tom a valued leader.
Clarence Butt, Executive VP of Project Management
An industry expert with more than 25 years of successful experience in Business Development and Sales. Clarence J. Butt is a powerful business driver whose entrepreneurial instincts and clarity of vision have carried multiple companies through rapid and continuous growth. Clarence is distinguished by his passion for business, his focus on collaborative team-building and his commitment to meeting customer and market demands. His contagious enthusiasm instills him and his team members with extraordinary energy and dedication in an environment where creativity and innovation are encouraged. Clarence does not just set out ambitious goals, he motivates people to deliver. He serves as co-founder of CTV Capital as its Chief Operations Officer. He earned a Bachelor’s degree in Business Administration with an emphasis in Finance and Banking from National University.
Jesus Manes, COO
Experienced General Contractor and Consultant with 20 Years of Success
With over two decades of experience in construction and property consultation, Jesus Manes is a
seasoned professional who has been driving real estate sales, lead generation, and explosive business
growth. He has a track record of excellence across the Tampa market, serving diverse clientele, including
commercial investors, individual homebuyers, and new home construction enthusiasts.
Jesus' enthusiasm and client-centric approach set him apart as a strategist in the field. He excels in new
market penetration, precise home valuation, and the development of effective business strategies. His
extensive experience in managing commercial development clients further underscores his versatility
and proficiency in the industry. Beyond his accomplishments in Tampa, Jesus has also worked overseas, adding an international dimension to his career. His leadership and analytical acumen have been instrumental in driving project success, both in residential and commercial development projects. Whether at home or abroad, Jesus

Shalimar Santiago, Chief Acquisitions Officer/Entitlements
Shalimar Santiago is an esteemed real estate broker and acquisition specialist with a proven track record of success in the Florida real estate market. With over 20 years of experience, Shalimar has established herself as a seasoned professional with a deep understanding of residential and commercial investment properties. Throughout her career, Shalimar has built a reputation for her exceptional knowledge of the Florida real estate market and her keen eye for identifying lucrative investment opportunities. She has successfully facilitated numerous transactions, working closely with local and institutional investors to build up their portfolios. From working with a small family office as Asset Manager and rolling out a platform to invest in thousands of SFR’s in 8 different states sight unseen creating scalable models to invest in real estate passively. Shalimar's expertise extends to various types of properties, including single-family homes, multi-family properties, commercial buildings, and development projects. She has developed strong relationships with local developers, investors, and other industry professionals, allowing her to stay ahead of market trends and provide valuable insights to her clients. Verified knowledge in Valuation Techniques, Modeling, Accounting, Investor Reporting, FP&A, Mergers & Acquisitions (M&A), Internal Controls/Process Efficiencies, ERPs, and Strategy Planning. Demonstrated expertise in Private Equity, Commercial & Multifamily Real Estate, Crypto Funds and other alternative investments.
Vincent Jackson, Founding Partner
(January 14, 1983 - February 15, 2021)
Vincent Jackson (January 14, 1983 – February 15, 2021) was an American professional football player who played as a wide receiver for 12 seasons in the National Football League (NFL). He played college football at Northern Colorado, and was drafted by the San Diego Chargers in the second round of the 2005 NFL Draft He also played for theTampa Bay Buccaneers. Jackson was selected to the Pro Bowl three times and exceeded 1,000 receiving yards six times in his career. He was a 4-time nominee for the NFL's ‘Man of The Year’ Walter Payton Award and won the 2016 USAA National Salute to Service Award for his work with Military Families through his Jackson In Action 83 Foundation. In 2012 he co-founded CTV Capital as the Chief Executive Officer, Vincent was involved in acquisitions, operations, marketing and managing its companies for growth and success. His vision and intuition have been instrumental for the expansion of the business.
